Jake is a former Star Tug, and Top Hat's brother. At the time of TUGS, he has been deceased for quite a while. One night, Top Hat gets lost at sea, and ends up sleeping next to an oil rig who wants company. Top Hat dozes off, and Jake enters his dream. Jake tells Top Hat that the Star Tugs are worried about him, and have begun a search. He says that he'll pass by them in the form of another tug and tell them where Top Hat is. When Top Hat wakes up, he passes it off as a dream... until Ten Cents find him and tells him a tug told them where he was...
